What is an aresst

What is the name of your state (only U.S. law)?
MD
My son and his friends were taken to the police station for throwing eggs. There was no property damage and no formal complaints. Their pictures were taken and finger prints also. They all were released to parents and are waiting for contact with juvenile services. We were given no paperwork. We were told they were being refered to Juvenile services. That only JS could press charges on them. Is this true?

Sounds about right. It also sounds like an arrest. Whether the arrest will result in a prosecution is a question that we cannot answer.
