What is the name of your state? California

If a person had a record as a juvenile but did not have them sealed, can they be accessed? Situation is a person attacked my daughter and was hurt when my daughter defended herself, yet my daughter was arrested and facing assault charges. The person who attacked her had a juvenile record for theft, drugs, and violence. Can it be accessed? Any clues on how to start that process? Thank you for your time.

You can't access the records. A judge can - - if they are cogent to an issue.
