California - Is this grounds to break a lease: our neighbors have been extremely noisy, both during the day and at night, to the point that our apartment is unusable at times. We have been attempting to resolve this by speaking with them and by speaking with the property manager. Now the noisy neighbors have posted notes on their windows and doors, harassing us. We have documented everything and the manager is fully aware of what is going on. Our lease has a warranty of habitability in it. It also has clearly defined rules about noise and quiet hours.

When the noises are at night Call the police, Police reports will get your LLs attention. Otherwise with out hard proof like police reports your LL may have a hard time getting them out. Noise complaints with out alot of police reports will not help you show the LL is not acting on the complaints.
