What is the name of your state? PA

Can my landlord force me to professionally clean the carpets without notice in the lease? They refuse to give any deposit until the keys are returned with the receipt of the carpet cleaning from a cleaning company.

If it is NOT in the lease, than NO, they cannot force you to professionaly clean the carpets...

You will need to sue them in small claims court if they do not give you your deposit back...

Send them a CRR letter stating the lease has no provision for a professional cleaning, therfore none will be performed and you expect your security deposit within the time frame given by your states LL/T laws...
