What is the name of your state? PA

Ok, a while ago someone in the building scratched some initials into the elevator. The university told everyone in the building that their semester grades would be withheld unless everyone paid for the damages ($58 per person in the building). The building is leased by the owner to the university. The university then allows students to stay there by paying through tuition and student loans. I'm wondering if what the university is doing is legal when it tries to withholds the grades of anyone in the building who doesn't pay up for something they didn't do (except for the one person who did it of course). Any ideas on how to handle this?

Um

Just a suggestion, this is more Education Law than real estate, except for a few who know a lot of aspects of law, we are mostly real estate experts here.

Education experts might know more about this. Say you were sent over there so you don't get accused of double posting.
