Getting landlord to make repairs?

So, I know in Ohio, the law says that the landlord has, from the time he recieves written notice, he has 30 days or a reasonable amount of time depending on the severity and time it will take to repair the problem, whichever is sooner.
We just sent a certified letter expaining some repairs that need to be made, so his 30 days will be up in the middle of August. (we sincerely doubt he will make the repairs- one problem has been ongoing for over a year, with repeated requests on our part for him to fix it.) The problems certainly are health related, as they all have to do with standing/leaking water of some sort.

What happens if the repairs are not made in 30 days? I assume we'd talk to someone about putting our rent in escrow. The law says that the escrow provisions don't apply to landlords with fewer than 4 rental properties, which is the case here. Does that mean we have no escrow rights? Or that its more of a case by case basis for us? How do we protect our rights?

If we do go to court, how soon could the court date be? a month? longer? (if the court date falls during a certain time frame, it would interfere with our attending a wedding of a sibling, so we want to avoid that at all costs)

Btw, we don't want to stay. We just want to either get stuff fixed, or be legally allowed to leave. So, if he ends up knowing that his only choices are to fix it or let us leave, we'd be happy if he let us leave.

If it deals with Health contact the city and ask them to send someone out. The health inspector can then get the landlord moving.
