Heat hasn't worked all winter long and landlord will not fix

Our heat went out in half of our apartment (living room and a bedroom). We have just pipes with water in them for our heat (older). We told him months ago about the situation (he pays for the heat) and he 'did all that he knows what to do with it' and said he will work on it once again once it's get warmer out. He is the owner and the landlord. It was 40 degress over the weekend and he still did not come by (he lives 2 sec's away from us). We don't know what to do anymore and don't feel we should constantly be calling him or going over there and forcing him to come help us out. We live in WI and it's getting very cold again! You can feel a massive temp diffence from our main bedroom to when u walk into the kitchen. It's horribly cold in our house and I want to know what our rights are. We also don't have a lease and haven't in the 10 yrs we have lived there. This started way back in September and is now January.

Any advise would be greatly appreciated since we are freezing!!!
