Homeowner's legal liability for renters/negligence?

What is the name of your state? TX

A renter's family has a bad reputation (teenage kids and their friends play loud music and have been accused of drug possession/distribution, vandalism, criminal trespass, etc). The police have been called on several occasions, but the kids ran off and were never caught.

If the renter's kids are ever caught, can the homeowner be held legally liable? Would the recipients of property damage (neighbors) have a case against the homeowner (negligence?) for the actions of the renter's family (or friends), especially if no arrests or proof has been presented to this point?

Install a "neighborhood" cam so you HAVE the documentation as to the activities of the neighbors - very inexpensive from Radio Shack
