What is the name of your state (only U.S. law)? California

I was illegally locked out of my house on October 27, 2009. The landlord changed the locks, I called the police they came out and suggested that it was best if I just leave the property and could get a couple of items out of my house. They told me it is a civil matter and that I would need to go to court my rent was current my landlord was released from jail on this day and flipped out and changed my locks. The police told me I could come get the remainder off my things but I would have to make an appointment to arrange and they would escort me to the property. I rented a uhaul truck and returned to the property with the police a week later. My landlord refused to allow me to get my personal property and the police said there is nothing they can do. When I went to the Santa Monica Court house they informed me that this is a police matter and that I would need to contact the police as there was nothing I could file. I went back to the police on 3 seperate occassions and they still did not help me. I don't know what to do all of my entire worldly belongings my sons and husbands are there and I need help.
