Landlord " promised " to repair road.

I am writting on behalf of all the residents in our community. We live in a mobile home park ,where there are 75 - 80 residents many of whom are senior citizens. In November, the owners raised the rental fee, claiming that the increase was " to repair the road " coming through the Park. This road has become so full of potholes , that it is virtually impossible to drive from one end of the park to the other with out driving through other residents front yards. Many of the people living here are concerned that these potholes will cause an accident , when the cars are " jostled " and could possibly lead to a child being struck while walking or riding a bike on the street. In addition, there is only one entrance / exit to the Park. In the event of a fire or other emergency, there is only ONE way to leave. The public health department has been here at least twice to inspect these issues , and the owner was cited and told to make the needed repairs. ( Sorry, but I'm not sure what the Health Department has to do with roads . ) The owner resides in another state , but " visits " several times a year. We have been told by the Park manager that he has made a statement saying that he will not be fixing the road or adding a means of access.
What We'd like to know is:

1 ) Since the landlord / owner stated that the increase was to be specifly used for road repair, is there any way to force the issue and see that this actually takes place ? Which agency would be the most appropriate to contact ?

2 ) Would the owner be responsible for damage to cars due to the condition of the road.

3 ) In the event it comes to having rental fees in escrow , do ALL the residents have to do so ? Does each renter set up their own escrow account, or does it all go into ONE account ?
