What is the name of your state? NY

Can the landlord of a private two family home in New York City, ask the tenant to pay half of the water/sewage bill in a lease agreement or is that the sole responsibility of the landlord?

Ask? Are you actually reviewing a lease and asking questions before signing it? If so, very good.

If not, of course. If that's the agreement, you're obligated. "ask" is a rather polite term. I doubt if the LL is "asking" for repayment. We demand (in gentler terms) in our leases. Good day.
