Can a landlord charge an extra fee for a late rent payment if there is no mention of a fee in the lease?

Is this a fixed term lease like a one year or 6 month lease ? If it is and the late fee is not mentioned the LL cannot enforce collection of it. If your a month to month renter the LL only needs to give proper notice to change any term of the rental.
