Is Management Responsible for Thefts?

What is the name of your state? Maryland

I live in a gated community, where you actually need a code or access key to get into the garage or building. Unfortunately this sense of "security" and I use the term loosely, is not a deterrent for thieves because I had 2 motorcycles stolen out of the garage on 2 separate occasions. Both incidents were reported to both the office and the police.
First stolen motorcycle- The office said too bad but they're not responsible. A letter informing the tenants of a theft was sent to all residents.
2nd stolen motorcyle/secured to post w/ chain- The office said oh we're so sorry, here's $XX in gift certificates and we'll let you out of your lease.

Prior to the 2nd bike being stolen management had started installing security cameras at the entrance. But of course, the cameras are not operable yet, which I was not aware of. I have my speculations on who stole the bikes, but I don't have any proof. Was management negligent in providing a false sense of security and can I hold them accountable for the thefts? Is offering a tenant money to "ease their pain" legal?

The gift certificates and offer to let you out of your lease was awfully nice of them. Unless someone from management stole your bikes or intentionally helped the thief, they are not responsible for their loss. Hope you had insurance on them.

Well, my goodness!
How did you find that?
Did you use that fancy search function to see if someone's question has been answered here before?
Very nice!

why as a matter of fact I did use the search function. I just remembered someone else with the exact same question, I thought sure it would be the same person, but it wasn't. That was the only disappointing part!!!

Oh, and of course, I knew the top secret code words: motorcycle stolen LOL

You can do that to any post - just add: &highlight=(word1)+(word2) to the end of the URL.
