Question
the neighbors are loud day & night they have been evicted in 30 days do i have to pay rent this month when my wife,5 yr old daughter $ myself cant sleep because of the noise?

YES.....they are being evicted....so the landlord has done his job...

Maybe you could ask the landlord for a discount based upon your aggrivation, but the landlord could get pisssed at you to and not renew your lease.....or if you have no lease he might evict you too....so its your call
