What is the name of your state? Michigan

Who is responsible to paint a rental home if a one year lease is about to expire, the tenant or the Landlord? If a wood floor gets scratched (but nothing too terrible) is the tenant responsbile to redo the whole wood floor?

There is no way that anyone can answer your questions. The issue of what is 'wear and tear' and what is damages is simply too vague and reliant on specific FACTS. The landlord will attempt to charge you for anything they want. If you don't agree, then it is on you to file a lawsuit and force the landlord to convince a court that the claimed damages are NOT 'normal wear-and-tear'.
