Contact your city building inspections desk and ask them about it . What you want to know is in multi units if there is a local requirement when tenants pay a utility that there be no cross wiring/piping that has common areas like laundry rooms or hallway lights that a tenant has no control over to be on own meter billed to the property owner. (in other words all wiring must only serve the rental unit that the tenant is paying the light bill for ) Once you know the answer to that Then the group could assist you further. LAST what does your lease say ? is it listed on the lease that your unit pays the electric for the laundry ?
