i live in pa and rent an apartment in a large apartment complex; they guarantee parking for each resident; 984 residents to be exact. there are only 857 parking spaces. towing companies come through on a daily basis and tow a number of automobiles at the owner's expense and the property management company hides the fact that there were never enough spaces for each resident. is it fair for anyone to be towed from this property? is it legal?

Ahhhhhhh the joys of a verbal contract.......

Yes they can tow cars which are illegallay parked.

But IF you are guarenteed a parking space IN WRITING .....then i would suggest a bunch of you get together pool your resources and sue the managemnt company for violating the leases by overbooking the parking lot.

And sue for all your towing money back.

Do they adverstise a parking space comes with the apartment?? say in an ad in the local newspaper?

If its in writing then you probably have a reason to terminate your lease and get reimbursed for your losses.

But with NOTHING in writing, well not much you can do.
