What is the name of your state? PA

If a tenant wins a judgement against a landlord and the landlord doesn't pay, can the tenant put a lean on the landlords property? If so, what interest rate can the tenant charge until the lean is settled?

I don't know if this is current, but it's a start. The answer is yes, they can put a lien on your home.
