You can ask them to be more respectful to neighbors below. Which is not going to go very well, never does. Not much you can do. They have their rights also. You can call police, but once again, not going to go very well. It just might escalate.

If you own the property, you are free to create a paper trail and send to the tenant via confirmed mail or certified mail who the complaints were made about a letter asking them to be a bit quieter , Your free to tell the complaining tenants that you really have to have police report dates and times from the calls to the police other wise with out more solid evidence that a court would take seriously your claim in court wouldnt be very strong. Your free to learn if you can blow in insulation inbetween first and second floor or any side walls that are common with halls or tenant space where sound transmits easily into another tenant space, which will not only reduce noise but if tenant pays heating bills it can reduce the tenants bills , if heat is inc, blowing in insulation might slightly reduce tenant electric bills for air conditioning. You may be able to write it off on your taxes , and in the end it gives you a advertising point when you do have a vacancy and it may be the number one thing that helps you retain your longer term tenants when you mention it to them about the larger majority of older rentals not having sound proofing= being noisier.
