My student came to see me with the following problem:

His landlord is charging exorbitant late fees. Monthly rent is $389.00 If paid after the 3rd day of the month, there is a $70 late fee. If paid after the 15th of the month, there is an additional fee of $150. (Yes, on top of the $70.) Arizona law says “tenant must pay ‘reasonable late fees.’” This doesn’t sound reasonable to me, but AZ isn’t very tenant friendly, so I don’t know. I assume these amounts are stipulated in the lease, but is this unconscionable and therefore illegal?
