Hi. My question is is it illegal for a manager to pad lock the refrigerator to keep tenants out even though it's supposed to be a shared frig amongst him and the people he renting out to. Just cause one he doesn't like them and two he says some of his stuff like sodas were taken and some ice cream eaten. And he didn't let any of them know he was going to do it he just did it. As well as keeping them locked out from the laundry. He found their laundry key but didn't tell them that he just kept it saying now they can't and won't be able to get in. As well as he turned there power off to their room one day

Technically no, the landlord cannot do any of that. However the only way around it is to move out and sue the landlord. Or, you could put as small fridge in your room and go to the laundry mat to wash your clothes.
