Removing trespassers

Someone who wanted to rent a property from me has moved in before we discussed or agreed on the terms of the arrangement, and my attempts to sign a lease and collect a security and a first months rent have failed for the last four days (she kept not showing up). She has had electric turned on in another persons name (without my permission and without a lease) and I have decided against renting to her becuase of these actions. How do I remove her from the property?

Why did you give her a key before the other things were taken care of?

I didn't. It was a surprise to me to see her in there.

Then start with a police report since you did not give them a key.

Yeah, I'll do that.
I can't have her just moving in without going through all the steps, it gets way too confusing legally.
