What is the name of your state? CA

After leaving without notice and owing me money, my roommate left several items of hers including a refrigerator in the apartment. She has not contacted me yet, and it's been about two weeks. After how long do her belongings become mine to keep/sell?

Are you the landlord or the roommate? In case of eviction a landlord can sell after 18 days according to landlord tenant handbook, but you might to want to look for abandoned property for California.

Had some more time.
