stolen rent money and deposit

I don't know if this message should be posted here. If not, hopefully some advice on where i should take my concerns?

I'm going to sacramento state university, found a place near campus with an older fellow. He required 500 up from for last month's rent and a deposit. He had me sign a contract, oin which was indicated a move-in date that he later pushed back. He kept pushing the move-in date back for about 2 months until I finally told him to give me my money back. Now he comes up with excuses to postpone giving me my money and I don't know how to get it back from him. What can i do?

Do you have a copy of the lease?

He breached the lease, you never took possession and he must return your money.

Send a demand letter via Certified Mail Return Receipt Requested giving him a date to return your money. If he does not return your money sue him in Small Claims court.
