What is the name of your state (only U.S. law)?
OHIO

A tenant was in a Land contract agreement. The tenant failed to make any payment for four months. On arrival to the property to give eviction notice there was no one there. The yard around the house and back yard was full of the tenants property. Upon further investigation the neighbors stated the tenants had left the residential home two weeks prior. The gas and electric were shut off. Upon entering the home the tenants had left property of theirs "trash, moldy belongs" in the house. Does the landlord have the right to dispose of the abandoned property?

You have the right to send them certified letter stating the obvious , that it appears the unit is abandoned due to the utils being DCd and condition of the house, you can take pics and see a atty about begining the process of retaking control of the property from them since you said its land contract.
