What is the name of your state (only U.S. law)? KY

Good afternoon. Ten days ago a pipe froze in our apartment building and broke. The water was turned off. The plumber has come and gone but our water has not yet been turned on. I am up to date on my bills. I have called my landlord repeatedly but he left for his yearly vacation in Florida last Wednesday. Is there anything I can do?

or call inspections and they can order the LL to get the water back on with the threat they will condemn the place if he doesn't ( lastly though, if the door to where the water meter is , is not locked has anyone tried to just turn it on very very slowly ?)
