Our tenant gave notice 30 days ago, kept saying he'd be out before the end of the month. Our new renter is showing up with a truck on 3/1, today is 2/28, and the old renter hasn't budged. What can we do, what are our rights?

Call the new rentor and tell him the apartment is not ready.

Your rerenting an apartment without cleaning it first? Your post reads that a 30 days notice was given and new tenant arrives at end of said notice. that leaves no time to clean paint etc.
