What is the name of your state (only U.S. law)? Minnesota

I recently bought a mobile home in a trailer park. The previous renters (not the previous owner) left an unpaid water bill and the park owner (to whom I pay lot rent) is telling me that paying this bill is my responsibility. Is this true?

No. It is the LLs responsibility to collect from the previous owner.

Send the LL a letter, sent CRR, that it is NOT your responsibility to pay for the outstanding water bill, and you expect the water to be turned on within 24 hours.
