Question

hello. i live in an apartment complex in houston, texas. my landlord bills me for water and sewage based on the the usage of the whole apartment complex. this means I have no control of my bill, since it depends on everyone in the whole apartment complex. is this legal?

Ok if it is in your lease

Sure....if this is in your lease or your landlord has provided you with proper notice to start such billing.

It must be stated in your lease that you pay for the water and sewer if not he cannot make you pay... BUT it will be included in BIG LETTERS in the next lease.....if he gives you one.

So if you have to pay....then start usuing water take looonngggg showers, wash the cars water the lawn do anything to feel you paid your fair share.
