Who is responsible for

Scenario took place in California:
Landlord filed Unlawful Detainer against tenant. Tenant responded to action by filing response. Action went no further according to court records on this action but approx. 14 days later a second unlawful detainer filed against tenant. Tenant responded to court. Again, no further action taken by court. Landlord wants fees paid to court for filing to be paid by tenant. Is the tenant responsible to pay the filing charges which the landlord incured to file?

here in NY only IF the landlord asks for legal fees in the petition, AND the court agrees there was cause to file the petition, might a judge approve.

if it was done to harrass the tenant then of course the landlord is not entitled to fees.
