I was charged $ 500.00 for bedbug extermination service after I vacated Apt.
I was told everything is fine one week before I vacated. I refused to pay.
Landlord sent claim to collection agency in Florida.

Can I file case in small claim court ? where ? in Richmond VA where landlord is located ? or Florida against collection agency or both ? Landlord told me to deal with collection agency.

You have to file in the area where you resided at the time. You can file against the LL.
