What is the name of your state (only U.S. law)? California

not exactly sure if I should do anything about this...

A friend of mine got arrested for DUI his car broke down and was walking away from it when the cops showed up.

My friend said his attorney said if he gave him an extra $5K they would get a witness to say that the witness was driving the car.

I'm flabbergasted, I don't know if my friend is pulling my leg or this is serious. Report the attorney or wait and pressure my friend to see if he is legit?

What does it matter to you??
If your friend is 'legit', HE would have to file any complaint.
If your friend is NOT 'legit', he is a fool who could face a defamation claim.
