Can Judges do this?

What is the name of your state? CALIFORNIA

This is a simple question and I am sure just about anyone could answer.

Are judges, either state or federal, allowed to walk into court and simply say they don't like a new law and without any suit being brought before them, just stop a law or place an injunction?
