Can a lawyer charge for discussing fees?

What is the name of your state (only U.S. law)? CA

Is it ethical for a lawyer to charge a client for a phone call / time for only discussing fees.

Lately my grandmothers lawyer ( who I referred to ) has been nickle and diming. And this makes it very difficult to want to contact him for anything.

Some states prohibit it outright, but at a quick glance, CA doesn't appear to be one of them. You can read the Attorney Conduct Rules here:
http://www.calbar.ca.gov/state/calbar/calbar_generic.jsp?cid=10158&id=3422

You can also call them to inquire whether fee dispute calls are billable.

Good luck.
