How come Canon 4, Rule 4.1 of the Code of Judicial Conduct prohibits judges or judicial candidates from "attending or purchasing tickets for dinners or other events sponsored by a political organization or a candidate for public office," but Rule 4.2 allows it? What's the difference? Don't these two rules conflict? Thanks.
