Conspirancy- cop, towing truck, insurance company and auto shop

My father had a car accident a month ago, he is old and a bit naive. At the site the cop reporting the accident gave him the number of the other person's insurance company and told him to call and he was going to be instantly taken care of. He called and a few mins later a tow truck towed his car to an auto shop. At the auto shop he was told they had a good relationship with the insurance company from the other party and that soon he would get an estimate to fix his car and that the insurance was going to cover it all, the towing and the auto shop. In conclusion his car was declared total loss, when after the accident it was still working, and the insurance said they didnt work with the tow truck nor the shop, and now he cant get his car back cause he has to pay a crazy amount for storage and today he went to the auto shop to get his tag and they had moved his car to the shop's owners house. I see a conspiracy between the cop, towing truck, auto shop and possibly someone from the insurance company. What legal action should I take?

If you were with your father, which it sounds like you were because you seem to know every single thing that happened, why didn't you do something?

Has your father's ability to drive safely been confirmed lately?
