Do court commissioners and judges read your case file before the hearing?

What is the name of your state (only U.S. law)? I am from Sacramento, California

I had a question regarding judges and commissioners. I would like to know if in fact judges or commissioners read your case file before the hearing? Do they really sit down and read your written court documents or do they skim through them?
