Ethics in Question

What is the name of your state? Minnesota

Is it Ehical for a Lawer to represent a landowner with a wetland violation when the Lawer benefits from the wetland being drained, AND the lawer is on the local WCA board (wetland conservation act)? or would this be a conflict of interest?
