False statements by professional debt collector law firm

What is the name of your state (only U.S. law)? dc

I requested validation from professional debt collection lawyer, who is subject to the FDCPA. I sent the validation in writing and within 30 days. Lawyer never responded, yet he still filed collection action in dc court. When I attempted to call him, his office manager said that I was not entitled to talk to the lawyer since he was a senior partner, and he would not connect me to any lawyer in the firm. What recourse do I have, if any?
