Holding a case file until payment is made?

I fired my attorney over a fee dispute and he refused to give me back my case file of 4 years. I hired another lawyer and it cost hundreds to replace much of the case file. Can an attorney hold a case file for ransom until you pay he fees?

It's illegal to hold a file ransom in California.

Call the state bar and report it.
