Lawyer bill

Hi, I was wondering if anyone would be kind enough to answer a question I have. I have moved to Virginia from Scotland UK and am presently going through the immigration process. I spoke to a lawyer to get quotes on costs and asked about a free first consultation and was assured it would be free(my wife was witness as she was present). We met,talked and he agreed that if we used him then he would proceed on recieving half total cost up front. We found another lawyer who was considerably cheaper and went with her. We never gave him any go-ahead but have recently recieved a bill for $250 for services rendered. Will we have to pay this? We would now have 2 lawyer bills to pay if that were the case and I cant work at present.

Is there a specific description on the bill for exactly what services were rendered? If you signed any type of fee agreement or contract with him, you should pay the bill. IF you didn't sign anything then you don't owe anything.
