What is the name of your state (only U.S. law)? TEXAS

I have been trying to contact my lawyer thru emails and phone calls. The phone calls are met with one ring and then goes dead. My emails are not responded to. We had won a judgement and were negotiating with the opposing counsel a payment arrangement and to garnish this person's irs return. I hadn't heard from attorney for 5 months.
I looked on the state bar online to find that he is unable to practice in the state of texas at this time. What do I do? Does he have a legal obligation to notify me?
