Lawyer will not turn over settlement

What is the name of your state (only U.S. law)? Missouri
Probate case where settlement was agreed upon by both parties. Settlement was placed in escow account. The case was closed in the court in 2008 and client's lawyer will not give settlement to client even though there is nothing to prevent him. All other assets of the estate have been distributed in 2008. What can be done to persuade the lawyer to turn over what was declared to belong to the client in the settlement?

is he giving any sort of justification for the lack of paying out the money?

I would suggest a complaint to the state bar association or possibly a call to the police if there is not an adequate explanation for the refusal to make payment.
