What is the name of your state (only U.S. law)? California

Can a cop give me a ticket for one thing, then send me a letter saying its now for a different crime?
So... I got a ticket in February for drinking a four loko (alcoholic beverage) at a concert. The cop gave the ticket for an open container of alcohol and marked it as an infraction. My court date isn't until the end of April. Then I got a notice in the mail saying that I need to go to the post office to sign for a confidential letter. I got the letter and it said that my ticket has been changed to drinking in public. Is this legal??? And if so, is the ticket fine going to be more? I am 18 years old if that helps. I have never gotten a ticket for anything but speeding.

Could you elaborate please?
I just want to know how this works when I have my court date.
I thought that the cop had to be there to issue the ticket for a violation. I have just never heard of this happening and am just surprised if it is legal.
