Where is the line drawn between what constitutes malpractice against an attorney as opposed to unethical behaviour?
When is it more appropriate to file a complaint with the State Bar as opposed to filing a lawsuit?
Is their certain criteria that must be met that determines which action is more appropriate?

Did it cross your mind to preface your question with some detail of the professional conduct complained of????

Yours is like walking into the office of a physician and point blank asking whether surgery or chemotherapy is more “appropriate” without describing where you hurt.

Yes, but I thought there might be a legal definition that defined, in a general sense, what constituted an ethical problem the State Bar would handle as opposed to actually filing a lawsuit for malpractice.

You can file a lawsuit against an attorney and also report him to the State Bar of California. The Bar will determine what constitutes malpractice and take action, to include suspending the attorney or even disbarring him.

You need to give a specific example of attorney misconduct so we can give you a better answer. There's no reason why we need a create a "menu" of wrongdoing for you to choose from in order to give you an exact answer.
