police negligents?

What is the name of your state? calif.

My daughter lives with her mother and half brother and was being beat by her brother which was a minor at the time, she was knock out cold with a large wooden club and also had to be taken to the doctor because she could not use her right arm. I reported it to the police twice and to CPS three times but the mother will tell them I'm crazy and I'm on drugs so the police and came to my house to get my side of the story and ended up accussing me of being on drugs at that very moment. I had'nt had a drink in 2 years but I just lost all hope in anything and went off the deep end and ended up with 3 DUI's and was 5150 once and even caused myself phsical injuries. What I want to know is if I can sue the county and police department for phscological damage?
