School District failing to educate my child

What is the name of your state (only U.S. law)? Illinois
My 15 year old who attends special education school's has not been placed this year. 51 days have gone by and my child is falling in the guidelines
of illiteracy. No tutor from the district. I have proof that district has harrased this child who in fact has a behavior disorder, pos; mood swings. pos; bi polar.
If i failed to send my child to school, social service and truancy officer would be a big part of my life. What can i do ?
