Car with alot of problems and some illegal

I am In Pennsylvania. Sorry about the long post but I really need some help. I bought a 96 Pontiac Sunfire from a private seller in Philadelphia on 4/30/09. I was told the car was inspected in Januray 09. The inspection sticker read 12/09 so that was correct. I drove the car home about 30 miles with no problem. the only thing I noticed was it drifted left a little. A week later I took the car to the shop to get the alignment tweeked a bit. I get a call back and they tell me that the car needs lower ball joints, a right side control arm, hub bearing, and tie rod ends. Total cost was $700.00. The shop said the car shoudnt of passed inspection like that. So I called the previous owner and left a message. Never called me back.

At that time I had no choice but to get it fixed. I needed the car to get to work. I continued to try to get a hold of him but with no luck. 4 days ago I noticed the coolant light was on. I checked the coolant and it was low. At the time i didnt think anything of it, just low on coolant. Filled it up and everything was fine. Today the coolant light came on again and it was low on coolant. This time I took a look to see If i had a leak. Checked all the hoses and everything seemed fine. I dug deeper and found the radiator is leaking through a crack on the side, that some one filled in with some putty looking stuff. I tried reaching him again with no luck.

Now this is the icing on the cake. As I was looking into this problem I noticed the inpection sticker was coming off the window. When I went to press it back on the window I noticed something odd about it. I peeled the inspection sticker back and under the 12 theres a 2. The stickers were tampered with. The inspection expired in feburary and they cut a 12 from another inspection sticker and placed it over the 2. Which is illegal. The car was never inspected in January like he said it was. One more thing is the car reads 116000 miles the notary asked the mileage and thats what they wrote down. I just got the title in the mail and it reads 148427

I have owned this car for less then a month and it has been nothing put problems, when i was told it needed nothing. At this point I just want my money back for the car and the 700.00 I put into it.

Is there anything that can be done? any chance I can get my money back in court?

Thanks

You bought an older car from a private citizen and didn't have it checked out by your mechanic before purchase? You didn't do any kind of due diligence before the purchase of a car that's 13 years old?

Don't think you're going to get anything out of this one.
