Need To Get a Car Title

What is the name of your state? Massachusetts and Pennsylvania

I bought a used car from the previous owner three years ago in MA, and long story short, I eventually found out the car has never had a title issued for it. The salesman at the dealership who sold the car to the previous owner was somehow pocketing money through not issuing titles. I contacted the DMV to see if the car was listed as stolen, and they said they had no record for that car at all. Essentially, the car does not exist in their eyes.

I've had this car in my possession for three years, but it's never been registered in my name. It was registered in the previous owners name, something the dealer managed to do without actually issuing a title. I have since moved to PA.

Anyone have advice on how to get a title for a car that has never had a title issued for it?
