What is the name of your state (only U.S. law)? Illinois
Recently bought a dirt bike but no title was given so I have bill of sale checked Vin before leaving everything was OK then got to dmv to file for title they told me there has been a loan on it an needed release papers. What are my options? I have ran Vin through many sites trying to find loan agency to work with them to release it but no luck

It seems to me that you need to go back to the seller and ask what's going on. You should tell the seller that you either want the (clear) title, or you want to return the bike (with a full refund, of course.)
